Choosing a manufacturing partner involves more than price and lead time. Quality systems matter too. So do traceability, documentation, and data controls.  

ISO 9001, AS9100, and ITAR often appear together on manufacturing websites. However, they do not mean the same thing. Each serves a different purpose. 

ISO 9001:2015 provides a foundation for quality management. AS9100 builds on that foundation for aviation, space, and defense. ITAR govern certain defense articles, service, and technical data.  

There is also an important terminology difference. ISO 9001 and AS9100 are quality management system certifications. ITAR is a U.S. regulatory framework. Companies register with the U.S. Department of State for certain covered activities.  

Understanding these differences can make supplier selection easier. It can also help teams identify project requirements before requesting a quote. 

What is a Quality Management System?

A quality management system, or QMS, is a structured set of processes. Organizations of many sizes and industries can use it.  

The standard focuses on consistent processes. It also focuses on customer requirements and continual improvement. An organization must establish, maintain, and improve its QMS to meet the standards. 

Key areas of ISO 9001 include: 

  • Customer focus: Understanding requirements and monitoring satisfaction  
  • Process control: Defining and reviewing activities that affect quality  
  • Risk based thinking: Identifying risks before they disrupt quality or delivery  
  • Document control: Managing procedures, drawings, specifications, and revisions 
  • Corrective action:  Investigating problems and helping prevent recurrence  
  • Continual improvements: Using results and data to strengthen the QMS 

What Does ISO 9001 Certification Mean for Customers?

ISO 9001 certification means an independent certification body has audited the QMS. The audit checks the system against the standards requirement.  

For customers, this provides added confidence in the supplier’s processes. It shows that quality is managed through an audited system.  

That system may support: 

  • Clearer communication  
  • More consistent project reviews 
  • Controlled drawings and revisions 
  • Documented inspection processes  
  • Defined corrective action procedures 
  • Ongoing process improvement 

ISO 9001 is industry neutral. It creates a strong quality foundation. However, aviation, space, and defense programs may require additional control. AS9100 addresses many of those needs.  

What is AS9100?

AS9100 is. a quality management system standard for aviation, space, and defense organizations.  

AS9100 does not replace ISO 9001. It builds on it.  

Additional A9100 requirements address areas such as: 

  • Product safety  
  • Operational risk management 
  • Configuration and revision management  
  • Counterfeit part prevention 
  • Supplier controls and requirement flow down 
  • Critical items and key characteristics 
  • Product and process traceability 
  • Product and process verification  
  • Human factors in nonconformance investigations 

These controls help create consistency across a complex supply chain. They also support quality, safety, and reliability.  

What Does AS9100 Certification mean for Customers? 

Aerospace and defense parts may face demanding conditions. A wrong revision or incorrect material can create serious risk. An undocumented process change can also affect performance.  

AS9100 helps reduce these risks through added controls. It places greater focus on planning, suppliers, records, traceability, and change management.  

For engineers and buyers, an AS9100 certified manufacturer can provide added confidence that: 

  • Teams review customer and contract requirements 
  • The correct drawing revision is controlled 
  • Requirements flow through the supply chain  
  • Materials and processes are traceable when required 
  • Production risks are identified and managed 
  • Nonconforming work is controlled and documented 
  • Relevant changes receive the correct review 

AS9100 certification does not define every requirement for every order. Customers must still state project specific needs. These may include inspection reports, material certifications, special processes, or first article inspection.  

What is ITAR Registration?

The International Traffic in Arms Regulations, or ITAR, are U.S defense trade regulations. The U.S. Department of State administers them through the Directorate of Defense Trade Control.  

ITAR governs certain defense articles and defense services. It also covers related technical data and specific transfer activities.  

Organizations involved in certain covered manufacturing, exporting, or brokering activities must register with DDTC. That registration is an important compliance step.  

However, ITAR registration is not a quality certification. It is also not a blanket export approval. A registered party may still need a license or another authorization for specific activity.

What Does ITAR Registration Mean for Customers?

An ITAR registered manufacturer may be needed for certain defense related projects. This often depends on the item, technical data, parties, destinations, and planned activities.  

ITAR requirements may affect: 

  • Who can access controlled technical data 
  • How drawings and models are stored 
  • How files and specifications are shared 
  • Which suppliers may support the project  
  • Which records must be maintained  
  • Whether an export authorization is required 

Customers should be able to identify export control requirements early. This discussion should happen before controlled files are shared.  

Not every project handled by an ITAR registered company is ITAR controlled. Each project requires its own review. Registration does not replace classifications or legal guidance.

The distinction can be summarized in three points: 

  • ISO 9001 provides the quality management foundation 
  • A9100 adds aerospace and defense quality requirements 
  • ITAR addresses defense trade and export control obligations.  

They can work together on demanding programs. However, they are not interchangeable.  

Why Do Manufacturing Certifications Matter?

A supplier must do more than make a part. The supplier must understand the requirements. It must control the process and verify the result.  

For regulated work, the supplier may also need to protect technical data.

What Should You Verify Before Choosing a Manufacturer?

A certification logo is a useful starting point. It should not be the only part of supplier qualification.  

Before placing an order, ask these questions: 

  1. Which facility holds certification or registration? Coverage may apply to a specific site.  
  1. What does the certificate cover? Review the listed scope, location, and services. 
  1. What documentation is available? Ask about inspection reports, material records, traceability, and certificates of conformance.  
  1. How are requirements communicated? Confirm how the supplier controls internal and sub-tier requirements. 
  1. How is technical data handled? Discuss access, storage, and transfer controls before sharing controlled files.  
  1. What must appear on the purchase order? State any required quality clause and documentation packages.  

These questions connect a supplier’s credentials to the real needs of the project.
